Position Summary

The QA Director leads agency’s quality management and continuous quality improvement processes, including the development and measurement of key performance indicators, ensuring compliance with regulatory, credentialing and contractual requirements and professional standards, and creating appropriate and timely reporting systems. The position is part of the team that evaluates the organization’s clinical systems, develops innovative practices, and leads the training of workforce.

Essential Functions

· Leads organizational quality assurance and improvement systems, including the planning and execution of quality initiatives and ongoing analysis and interventions.

· Partners with program leadership to develop and implement evidence based practices/best practices/evidence-informed practices as well as driving innovative clinical interventions, and implementing methodologies for program evaluation.

· Leads the development of quality management policies and procedures to ensure service excellence, effective and efficacious programs that are consumer driven and culturally competent, appropriate internal utilization management systems, supportive performance benchmarks, timely responses to complaints/grievances, and responsiveness to consumer and community needs.

· Oversees compliance for all industry, licensing and credentialing requirements (HIPAA, Joint Commission, Medi-Cal, Community Care Licensing, Private insurance payors, etc.) in collaboration with Program Directors, including contract performance, outcome evaluation, clinical documentation, data integrity, required reporting, and preparing for contract audits and credentialing organization site visits.

· Collaborates with the Research Director, Training Directory, and Executive Director to integrate quality metrics and continuous quality improvement methods into clinical operations.

· Contributes to the Thought Leadership mission of the agency through external dissemination of quality of care innovations.

· Develops internal and reporting systems, procedures and workflows to maximize productivity, efficiency and the efficacy of services, to enhance accessibility for underserved populations, and ensure all programs are appropriately suited to meet the needs of the diverse communities we serve.

· Represents agency at external meetings and conferences to build effective working relationships with county representatives and other community based organizations.

Required Skills and Qualifications

· Advanced degree in mental health, social services or related field, with PsyD or PhD preferred. If master’s level, some experience in program evaluation and outcomes research is required.

· Strong experience developing and managing quality assurance and improvement for a behavioral health or related organization. Familiarity with Joint Commission and/or NCQA accreditation standards and processes is preferred.

· Extensive experience managing Medi-Cal requirements, specifically children’s EPSDT billing and documentation requirements. Background and skills in private health insurance documentation and claims processing is highly desirable.

· Demonstrated success at leading initiatives that require collaboration with multidisciplinary teams, including psychiatry, nursing, mental health, education, information technology, and external organizations and county quality management staff.

· Excellent oral, written communication and presentation skills.

· Self-starting, but also able to work in teams; detail-oriented, analytical, and highly organized.

· Demonstrated commitment to working with diverse communities, including clients/families, co-workers, and partnering agencies from various socio-economic backgrounds, ethnicities, sexual orientations, religions and cultural perspectives.

· Highly proficient with MS Office applications (Word, Excel, PowerPoint, Outlook), online literature searches, and electronic database management and reporting.
