Job Information

The Director of Clinical Services reports to the Executive Director and is a member of the Senior Management Team.  This position is responsible for the administrative and programmatic operations of all 24/7 residential, day treatment, and community-based services.  The Clinical Director is responsible for ensuring program compliance with all agency policies and procedures, the CCSF and applicable state and federal regulations.

PRIMARY DUTIES AND RESPONSIBILITIES:

Oversees all clinical care provided to clients and the supervisory structure through which clinical care is provided including on-call responsibilities.

Supervises Division Directors to provide oversight on all program activities.

Directly responsible for the development and implementation of Quality Assurance and Quality Improvement strategies, policies, procedures, and outcomes.

Provides leadership to all clinical staff and programs, including new program development and any emerging issues affecting client services.

Participates in the development, implementation and interpretation of policies and procedures affecting the agency as a whole.

Promotes the philosophy of psychosocial rehabilitation throughout the agency.

Assures cultural competency across all programs.

Assures that all clinical resources (beds, staff, treatment plans, etc.) are utilized to optimum efficiency and effectiveness.

Develops/implements procedures to ensure that client satisfaction is being measured regularly and that strategies for responding to and resolving client complaints are accessible and effective.

Serves as a representative of the management and as a liaison in developing and implementing policies and procedures with and for program funding sources, including the DPH divisions of Mental Health and Substance Abuse, the AIDS Office, and Human Services Commission.

Develops annual staff training and professional development programs.

Maintains strong relationships with and knowledge of program staff and operations in order to serve as a liaison between programs and Senior Management.

QUALIFICATIONS:

Professional degree and California licensed, LCSW, MFT or Psychologist.  2 years post licensure.

Minimum five years experience in clinical management and program administration for behavioral health services in a community based setting.

Excellent oral and written communications skills.

Ability to work independently, exercising sound clinical and administrative judgment.

Ability to work well in teams at various organizational levels.

Understanding of and commitment to social rehabilitation theory and practice.

Consistent demonstration of a high level of maturity, good judgment and emotional stability.

In-depth understanding of multi-ethnic and cross-cultural perspectives in treatment settings.

Computer literacy (PC platform, networked).
